DELHI POLICE COMMISSIONER INAGURATES FIRST E-MALKHANA POLICE STATION SARITA VIHAR SOUTH EAST DISTRICT

Initiative under SMART policing & Swacch Bharat
On 03.08.18,  Amulya Patnaik Commissioner of Police, Delhi inaugurated the
“e-Malkhana project” of South East District at a program held at PS Sarita Vihar
complex, by the simple click of a button. CP, Delhi also inaugurated the “e￾Malkhana” of PS Sarita Vihar and interacted with the “e-Malkhana” personnel of
the PS to understand the process of digital entry and its benefits.
CP inaugurated the “e-malkhana project” of all the other 12 police stations of
the district via a live video feed placed in each malkhana by mean of which all video call
e-Malkhana were visible on screen.
The Commissioner of Police also launched an “e-Malkhana Manual”
prepared by South-East District that is aimed at demonstrating the step by step
process of handholding for police stations which may wish to replicate the project. A
special video documentary prepared by South-East District that explains the
entire process of the digitization malkhana case properties project was also screened on
the occasion.
Sh. Amulya Patnaik addressed the members of the police fraternity as well as special
invitees from the public. He compared the time of his having joined Delhi Police and the
complex system of malkhana management prevelant then, with this modern system and the ease, efficiency and comfort it brings. Terming the “e-Malkhana” project at
the entire district level whereby all Police Station malkhanas have been
digitized as a Revolutionary Step, he congratulated DCP/SED Sh. Chinmoy Biswal
as well as outgoing Addl. DCP/SED Sh. Hareshwar Swami along with the entire team of
South East District for putting in laborious efforts in this project. Commissioner of Police
also desired that other District DCsP should also take initiative using this technological
advancement. He marked this day as a “historic day” for Delhi Police and stated
that multiple state police forces from across the country have expressed their desire to
replicate the system. He also said that this project will be expanded to entire Delhi. SMART Policing
Taking up the call of Hon’ble Prime Minister of India Sh. Narendra Modi for
transformation of Police into techno-savvy and trained SMART police . A pilot
project to modernize and digitize the Malkhana was taken up by Delhi Police, wherein
South-East District has initiated and completed the digitization of all case properties
across its 13 Police Stations. Under the project records of over 24,000 existing case
properties have been digitized by providing unique bar code IDs and appropriate
packaging in an infrastructurally upgraded Malkhana room. Need for e-Malkhana
The need for e-Malkhana was felt due to case properties being stored in a
haphazard manner leading to inordinately delay and complexity in handing over
and taking over of charge of Malkhana. Therefore, the concept of “e-Malkhana” was
conceptualized and implemented in the district to deliver the following benefits:
 Easing of the maintenance of records
 Ease to search and locate case property
 Creating record of movement of case property
All the above benefits not only helped create a professional atmosphere but also helped
in furthering the concept of Swacch Bharat and in face-lifting of the Police Station.
Sh. R.P. Upadhyaya , Special Commissioner of Police Law & Order (South), Sh. Sandeep
Goel, Special Commissioner of Police Law & Order (North), Sh. M.M.Oberoi, Special
Commissioner of Police Special Cell & IT, Sh. Devesh Srivastava, Joint Commissioner of
Police (Southern Range) and other seniors officers of Delhi Police also graced the
occasion.
The South-East District has digitized 24000 case properties (muds)
transforming its Malkhanas into “e-Malkhanas” in a matter of a few months
to became the first digital Malkhana District or “e-Malkhana District” in the
country.
